A parcel’s real cost is a stack — and nobody assembles it

The true fee burden is the sum across every independent body that levies on the parcel. County, city, and school district each publish separately — different websites, PDFs, and amendment cycles. This dataset makes that stack computable. Two verified examples:

One new single-family home

Osceola County, FL

Home in unincorporated Osceola — county + school district

  • Osceola County Mobility Fee (base district)Ord. 2024-26 $21,710.14
  • Osceola County Park Impact FeeCode Ch.17 $2,304.72
  • Osceola County Fire Rescue Impact FeeOrd. 2024-23 $780
  • School District of Osceola County Educational System Impact FeeOrd. 2021-85 $12,923
Total one-time fees4 independent bodies $37,717.86
One new single-family home

Orange County, FL

Home in unincorporated Orange — county + school district

  • Orange County Transportation Impact Fee (Urban)Ord. 2020-31 $9,393.94
  • Orange County Fire/Rescue Services Impact FeeOrd. 2023-01 $462
  • Orange County Law Enforcement Impact FeeOrd. 2023-02 $665
  • Orange County Parks & Recreation Impact FeeOrd. 2023-03 $2,434
  • Orange County Public Schools School Impact Fee (SF < 2,000 sf)Ord. 2021-28 $8,829
Total one-time fees5 independent bodies $21,783.94

No permitting platform or existing dataset assembles these cross-body totals today — each schedule sits in its own silo. Reproducing the stack is the work; keeping it current as fees index and amend is the moat.

And the identical single-family home is charged wildly differently county to county — the case for a normalized view a builder can query in one place:

  • Osceola County, FL~$37,700
  • Collier County, FL~$34,500
  • Manatee County, FL~$33,900
  • St. Johns County, FL~$22,500
  • Lee County, FL (collects at 52.5% of base)~$9,900
  • Jacksonville / Duval, FL (no school impact fee)~$0 school + formula road

What you get

A reference book built for humans making land decisions: turn to a county, read what a project owes, follow the citation. Individually watermarked to your order.

96 pages

County-by-county chapters

Every Florida county plus AZ/TX growth metros: the single-family fee stack, residential per-unit tables, and non-residential rates (retail, office, industrial) per chapter.

Every figure cited

Each record carries a direct link to the adopted ordinance, resolution, or fee schedule it came from — verify any number yourself in one click.

ranked

Cross-county comparisons

The same new single-family home ranked across every county, and a category matrix per jurisdiction — see the spread before you shortlist parcels.

confidence

Honest confidence grades

Every row is graded High or Medium with a note explaining any caveat (e.g. an image-based schedule). Nothing is presented as more certain than it is.

method

Method & staleness marking

The sourcing and verification method is printed in the book, and rates whose newest first-party publication is 4+ years old are starred with their vintage year — nothing is presented as fresher than it is.

notes

The absences too

Where a body levies no fee (Pinellas & Duval school; Pasco office mobility) that’s captured as data — a real answer a builder needs, not a silent gap.

How it’s built — and checked

Accuracy is the product. A wrong fee in a pro forma is expensive, so the method is built to keep bad data from shipping quietly.

First-party only

Every amount comes from the government’s own adopted schedule or ordinance — never a paywalled aggregator or third-party summary. Compiled codes are used for an ordinance number, never a dollar figure.

Cite-or-drop

No amount is estimated, rounded, or inferred. Anything that can’t be tied to a first-party source is flagged for review or cut — not published.

Independently re-verified

Headline figures are re-fetched from source and checked a second time. This caught a real error before release — a school fee mis-keyed as $11,247 that was actually $9,543.

Transparency over polish. Rows we can’t fully verify (an image-based schedule, a server that blocks re-fetch) are marked Medium and listed openly — suspiciously complete data is a red flag, not a feature. You always see exactly how sure we are.

Questions

Where does the data come from?
Exclusively first-party government sources — adopted ordinances, resolutions, and the fee schedules published by each county, city, and school district. Every row includes a source_url to the exact document. We never take a dollar figure from a paywalled aggregator or third-party summary.
How current is it, and how do updates work?
Each figure reflects the effective date stated on its source schedule at compile time (July 2026). The Snapshot is a point-in-time file. Maintained re-crawls every jurisdiction quarterly and ships change-history diffs so you can see what moved — important because many of these fees index annually or by statute.
What format is delivered?
A single PDF book, delivered instantly after checkout. It is self-contained: county chapters, cross-county comparisons, the full method note, and the licence itself. Each copy is individually watermarked to your order — the file traces to you, so treat it like the licensed document it is.
Can I redistribute or build a product on it?
The standard license covers internal use within a single organization. Redistribution, resale, or embedding the data in a product you offer to others needs a Custom license — get in touch and we’ll scope it.
What’s your refund policy?
Because the dataset is delivered instantly as a digital download, sales are final once downloaded. If a figure is demonstrably wrong against its cited source, tell us and we’ll correct it and re-deliver — accuracy is the product. Full terms are in the Terms of Service.
Do you cover my market?
Today: all 67 Florida counties (plus school districts, cities, and independent districts where they levy separately) and growth cities in Arizona and Texas. If you need a specific metro, a Custom build is usually the fastest path — tell us where.

Stop rebuilding the fee stack by hand.
